The Health Workforce Management System (HWMS) is a national digital platform that manages the entire career lifecycle of health professionals in Rwanda — from education through licensing, deployment, and retirement.
Think of it as a digital passport for every health worker — ensuring their career journey is transparent, traceable, and fully digitized.
HWMS is at the heart of Rwanda's 4×4 Health Workforce Reform.
By connecting ministries, councils, hospitals, and professionals on one unified platform, HWMS supports national strategies such as HSSP V, NST2, and Vision 2050.
Health Professionals (HPs)
HWMS serves all health workers in Rwanda, including medical students, doctors, nurses, pharmacists, dentists, interns, residents, and fellows.
Ministry of Health (MOH)
Used by administrators, HR officers, and clinical departments to manage placements, payments, and professional development.
Hospitals & Health Facilities
Used by hospital HR teams to confirm arrivals, supervisors to review digital logbooks, and directors to validate or approve completions.
Professional Councils (RHCC)
Includes the Rwanda Medical and Dental Council (RMDC), the National Council of Nurses and Midwives (NCNM), and the National Pharmacy Council (NPC).
